Resolution #1 – On Immigration
Whereas the United States of America is a country of immigrants and legal immigration has always been a welcome aspect of the American culture; and,
Whereas safe, secure borders are a sovereign right granted under international law; and,
Whereas the government of the United States of American under several administrations have failed to protect and secure its borders from a mass influx of individuals; and,
Whereas the federal government’s failure to secure the borders of the United States of America may allow terrorists to enter our territory undetected and compromising the security of the United States; and,
Whereas illegal immigration is placing undue pressure on schools, inundating hospitals with uninsured patients, and adding to the costs of many other federal, state and local programs; and,
Whereas the Minuteman Project has demonstrated that the American people, through volunteer effort, care passionately about secure borders and these volunteers have demonstrated that patrolling the nation’s borders adequately can dramatically lower the incidence of illegal immigration; and,
Whereas illegal immigration penalizes those who work to immigrate legally into the United States;
Whereas illegal immigration contributes to a multibillion dollar annual underground economy with the export of revenues from this underground economy contributing to the United States balance of trade deficit;
Be it therefore resolved by the Georgia Republican Party in convention assembled this day May 7, 2005 in Savannah, Georgia that this party does strongly urge the President of the United States and the United States Congress to take immediate action to provide all resources necessary to secure the northern and southern borders, all ports and points of entry into this country from the problem of illegal immigration.
And be it further resolved that a proper copy of this resolution be transmitted by the Georgia Republican Party staff to the office of the President of the United States, all members of the Georgia Congressional delegation and the chairman of the Republican National Committee.
Resolution #2 -- Fair Trade
Whereas the U.S. current account deficit increased $22.0 billion to $187.9 billion (preliminary) in the fourth quarter of 2004. For the year 2004, the current-account deficit increased $135.3 billion to $665.9 billion (preliminary); and,
Whereas the U.S. net international investment position at yearend 2003 was a negative $2,430.7 billion (preliminary) with direct investment valued at current cost, as the value of foreign investments in the United States exceeded the value of U.S. investments abroad; and,
Whereas sever imbalances in trade create a long-term drag on the United States economy by exporting wealth that in not returned in reciprocal trade; and,
Whereas the United States of America is the target of improper trade activities by many countries that dump there products here under the cost of production in order to gain a competitive advantage against American producers; and,
Whereas countries like the Peoples Republic of China engage in trade practices specifically designed to weaken the United States economy and the productive capacity of its economic base; and,
Be it therefore resolved by the Georgia Republican Party in convention assembled this day May 7, 2005 in Savannah, Georgia that this party does strongly urge the President of the United States and the United States Congress to take immediate action to develop a reciprocal trade policy based that says we shall trade freely with any country that trades freely with the United States;
And be it further resolved that the United States of America adopt trade policies saying that any country which imposes tariffs and trade restrictions on United States produced goods or services, we shall adopt identical or similar trade practices and any country that engages in predatory trade practices shall have punitive tariffs imposed on its products coming into the United States economy from any source or location;
And be it further resolved that Americans be urged to purchase American-made goods and services whenever possible and available;
And be it further resolved that a proper copy of this resolution be transmitted by the Georgia Republican Party staff to the office of the President of the United States, all members of the Georgia Congressional delegation and the chairman of the Republican National Committee.
Resolution #3 – Commending Our Soldiers
Whereas the United States Armed Services are fighting to preserve the freedom and security of American citizens; and,
Whereas the men and women of the United States Armed Services are making enormous sacrifices – including the ultimate sacrifice – to protect, preserve and defend the United States from harm; and,
Whereas the global nature of terrorism requires that American fighting men and women face adversity on a number of foreign fronts; and
Whereas our members of the Armed Services are deployed for long periods of time far away from home and family in to liberate others and expand the opportunities of freedom and liberty around the world; and,
Whereas the families of America’s Armed Services personnel are making tremendous sacrifices to permit their loved ones to undertake these missions of freedom and defense;
Be it therefore resolved by the Georgia Republican Party in convention assembled this day May 7, 2005 in Savannah, Georgia that this party does express our heartfelt best wishes and deepest appreciation to the men and women of the American Armed Services for their patriotism, professionalism and sacrifices for freedom around the world;
And be it further resolved that this convention ask Governor Sonny Perdue to proclaim Monday, July 4, 2005 a day of prayer in Georgia for the well-being and protection of America’s Armed Forces serving here and abroad;
And be it further resolved that a proper copy of this resolution be transmitted by the Georgia Republican Party staff to the office of the Governor Sonny Perdue, President of the United States, all members of the Georgia Congressional delegation, the U.S. Secretary of Defense, and the chairman of the Republican National Committee.
Resolution #4 – Opposing Non-Partisan Elections
Whereas the Republicans of Georgia have worked for decades to build a strong, two-party system in this states; and,
Whereas research shows that party affiliation is the strongest indicator of a political candidate’s philosophy and actions in office; and,
Whereas a majority of voters in Georgia rely on party affiliation to determine their vote in many races as the state, district and local level; and,
Whereas there is an increasing movement by candidates for key offices such as sheriff, judge, school board, municipal and other offices to be exempt from partisan identification due to the “non-political” nature of their offices; and,
Whereas if these jobs were not political, why do we elect them through a political process?;
Whereas these officials are seeking to deny voters the most telling indicator of philosophy and behavior in office;
Be it therefore resolved by the Georgia Republican Party in convention assembled this day May 7, 2005 in Savannah, Georgia that this party does strongly urge the Governor and the Georgia General Assembly to refrain from removing partisan identification for any other elected offices in Georgia.
And be it further resolved that the Governor and the Georgia General Assembly be urged to propose and enact legislation reattaching partisan identifications to all elected positions in Georgia so that voters have this additional indicator of future performance in office in deciding for whom to vote.
And be it further resolved that a proper copy of this resolution be transmitted by the Georgia Republican Party staff to the Governor of Georgia, the Honorable Sonny Perdue and to the President Pro Temp of the Georgia Senate, the Honorable Eric Johnson, and the Speaker of the Georgia House, the Honorable Glenn Richardson.
Resolution #5 -- To Ban the Cloning of Human Beings
On January 22, 2004, President George W. Bush in his message to the March for Life in Washington DC said the following, "We'll work with Congress to pass without delay a comprehensive and effective ban on human cloning. We can push the limits of medical science while maintaining the highest of ethical standards. Human life is a creation, not a commodity, and should not be used as research material for reckless experiments."
Therefore, as Delegates to the State Convention of the Republican Party of Georgia, we urge the United States Congress to work with the President to pass legislation totally banning any and all attempts to clone human beings in our country ,
And further, we resolve to urge the United States Congress to ban the practice of creating human embryos for the purpose of experimentation and gaining their stem cells for use in other humans.
Be it therefore resolved that the Georgia Republican Party in convention assembled this day May 7, 2005 in Savannah, urge the United States Congress to immediately pass the above legislation.
And be it further resolved that a proper copy of this resolution be transmitted by the Georgia Republican Party staff to the office of the President of the United States, all members of the Georgia Congressional delegation and the chairman of the Republican National Committee.
